Q. 2) See question 3480 above. If one could move it, could they have hanged up the frame on the hook still attached to the wall?
A. According to several Poskim it is permitted to rehang a picture that fell on Shabbat as long as the picture is not expensive or rare. (Yalkut Yosef, Shabbos 2: p. 527, 39 Melochos 4: p. 1019 and others)
Horav Shlomo Miller's Shlit'a opinion as mentioned above is that a Kesuva is Muktza on Shabbos.
Besides the Rov maintains that even it it was not, one should not place on an already standing hook or nail in the wall any object that one plans to leave on the wall for an extended time.
Therefore, one may not hang a wooden or plastic frame on the wall on which the cards of what is being recited on that day, such as Yaaleh Veyavo or Vessen Brocho etc., although one may change the cards themselves.
