#5578 Plug Into the Plug?

See question above. Can one use earplugs in a place where there is no Eiruv and one is not allowed to carry?

Similar to above answer Horav Shlomo Miller Shlit’a opinion is that when needed one should use earplugs, if really one would then avoid listening to the sounds emitted.
