Question
Dear Rov; After one has put on tefilin and has touched the upper arm, that you once mentioned one has to wash his hands, can he meantime for reciting the blessing just clean his hand with the Taalis?
Answer
Horav Shlomo Miller’s Shlit’a opinion is that if it is done gently it is permitted.
