Which is the best way to do the brocho on the candle Motzey Shabbos Tisha Beav, before reading Eicha, or after when there is more people?

Answer

Mishna Berura (556:2) rules that the bracha of meorey haish is recited before Megilas Eicha is read, as you will be deriving benefit from the lights in the shul immediately. The men who are not present at that time can recite the brocho after the Megila. However, women who came late, should better listen to this brocho when recited by men, as there is doubt if they recite this brocho at all (Biur Halocho 296:8).
